Privacy Policy


    This Privacy Policy reflects the commitment of the Federal Home Loan Bank of Dallas ("FHLBank of Dallas") to the privacy of the registered users ("Users") of its FHLBank of Dallas Web Applications homepage (collectively with the Affordable Housing Program Application site, the AssetConnection Application site, the SecureConnect/Intrader Application site, and the Board of Directors site, as applicable for each User, the "FHLB Site") and to the customers of such Users.  Only authorized representatives of members and housing associates of the FHLBank of Dallas may register as users of the FHLB Site, except for directors who are authorized to use the Board of Directors site and sponsors who are authorized to use the Affordable Housing Program Application site.  The use of the words "you" or "your" refers to Users of the FHLB Site.  The information you provide to us or other Users in connection with the operation of the FHLB Site is referred to as "Your Information."

    This privacy policy discloses what information we gather or have access to, how we use such information and whom we share it with.  Please note that this privacy policy is only applicable to the FHLB Site and that certain portions of the FHLB Site may have additional terms and conditions which supplement this privacy policy.  The bottom line is that we respect and will continue to respect the privacy of our Users and their customers.

Information Collection and Use

            User Information - AssetConnection.  We collect the name, telephone number, and email address for each individual person who is authorized to create listings on the AssetConnection Application site on behalf of the User.  We collect this information for several reasons, including to identify you and your authorized representatives and to allow us to contact you for customer service, if necessary.

            User Information - Affordable Housing Program Application. We collect the name, title, address, email, telephone number, and fax number for each User and for each organization using, submitting information within, or completing forms or applications within the Affordable Housing Program Application website. We collect this information for several reasons, including to identify you and your authorized representatives, to process your requests, to service your needs as our customer, and to allow us to contact you for customer service, if necessary.

             IP Address.  Your Internet Protocol ("IP") address or domain name may be used to analyze the FHLB Site's traffic patterns and usage, and to help diagnose problems with our server, and to otherwise improve performance of the FHLB Site.  FHLB Site logs may be analyzed and reviewed, but are not shared with third parties, except as required or permitted by law or regulation.

             Other Information Collected.  We also collect the time of day you access the FHLB Site, the services and applications you use on the FHLB Site, data regarding the transactions you perform on the FHLB Site, data you submit in connection with any applications on the FHLB Site, and the number of times you visit the FHLB Site. We collect this information for several reasons, including to process your requests and to service your needs as our customer.

             Customer Surveys.  From time to time, the FHLBank of Dallas may post customer surveys to the FHLB Site or one of the applications on the FHLB Site that Users are invited to complete.  In completing these surveys, you may be requested to provide email, other contact or financial information.  The information you provide in response to surveys on the FHLB Site will be used for internal marketing purposes, including developing the FHLB Site and additional products and services that you may find useful.  In addition, we may inform you of new products and services based on the information you provide to us.

            Cookies.  The FHLBank of Dallas uses software tags called "cookies" to identify Users when they access the FHLB Site.  A cookie is a small data file that certain web sites write to your hard drive when you visit them.  A cookie file can contain information such as a User ID that the site uses to track the pages you've visited.  The FHLB Site uses cookies to track User traffic patterns and to maintain sessions between the FHLB Site and your browser.  We do this in order to determine the usefulness of information on the FHLB Site to our Users and to determine how effective our navigational structure is in helping Users reach that information.  The information we collect with cookies is not shared with any third parties.  The cookie is stored in temporary memory and removed as the browser is closed.

            Web Server Cache.  Web server cache may be used for performance purposes.

Sharing of Information.

             General.  We do not share Your Information with third parties, except in the following limited circumstances.  We may disclose Your Information (1) if required or permitted to do so by law, regulation or court order, (2) as required by government or law enforcement authorities, (3) to comply with a properly authorized civil, criminal or regulatory investigation, or subpoena or summons issued by federal, state or local authorities, or (4) if we have a written agreement with you to do so.  Information that you post on the AssetConnection Application site or on the Affordable Housing Program Application site in connection with a proposed transaction will be available to other registered Users and organizations, as applicable.

            Service Providers.  We may contract with third parties to provide specific services to Users or to provide specific services to the FHLBank of Dallas. We may share Your Information with these third parties specifically for use in connection with these services.  Any information we provide to such third parties will be protected by confidentiality agreements requiring that such information will be used by such third parties solely in connection with the specific service.

           Aggregate Information.  We may aggregate certain data obtained through the FHLB Site in order to compile and distribute statistics and general marketplace information about Users of the FHLB Site.  For example, on the AssetConnection Application site, we may aggregate transaction data to determine the general demographic makeup of our Users, total volume of transactions as a result of postings on the AssetConnection Application site, types of assets posted, etc.  The aggregate information will not provide identifiable information about a particular User or the customers of a User.

          Registered Users.  As noted, information posted on the AssetConnection Application site and the Affordable Housing Program Application site is generally available to other registered Users.  While all Users are required to agree to the terms and conditions set forth in the AssetConnection Application site and the Affordable Housing Program Application site not to disclose or publicly display any proprietary information about other Users, or the customers of other Users, available through the AssetConnection Application site or the Affordable Housing Program Application site, these agreements are not contracts between Users.  Accordingly, we recommend that Users consider whether to enter into separate confidentiality agreements with other Users before providing proprietary information to other Users during discussions or negotiations between the parties that may occur "off-line."

Security

We maintain physical, administrative and technical safeguards including Secure Sockets Layer with RC4 encryption, firewalls and other security measures, to protect Your Information and postings against loss, theft and unauthorized access or disclosure.  We restrict employee access to Your Information to certain authorized employees and other representatives with a business reason to know such information.  Such authorized employees are required to maintain the confidentiality of such information.  While we employ many different security techniques to protect the privacy and integrity of Your Information, the FHLBank of Dallas cautions that "perfect security" does not exist on the Internet.  We cannot guarantee the security of the FHLB Site or any other websites that are operated by us or to which the FHLB Site (or other websites operated by us) provides a link, nor can we guarantee that the information you supply will not be intercepted while being transmitted to or from us over the Internet.

The FHLB Site may contain links to other websites.  The FHLBank of Dallas is not responsible for the privacy practices, cookies, security, content or any other practices or policies of any websites that are linked to or from the FHLB Site.  This Privacy Policy does not cover the information practices or policies of other websites.  Users that leave the FHLB Site to access a linked website are encouraged to read the privacy statements of such other websites as their policies may be materially different from ours.

Notification of Changes in Privacy Policy

The FHLBank of Dallas reserves the right to change this Privacy Policy at any time.  The Bank will post a notice of any changes in its policy on the FHLB Site as well as make the terms of its current Privacy Policy accessible to Users through the FHLB Site.
